INFORMATION SYSTEMS PROGRAMMER/ANALYST (Redistricting)

This is a hands-on position that requires the use of GIS tools to process and analyze large sets of data to produce graphics, maps, and charts. The work requires knowledge and experience with GIS techniques, technology, and principles, as well as proficiency with computers. The position utilizes best practices for GIS data management, data processing, and analysis for map drawing.
The job is ideal for someone who is highly motivated, adaptable, and detail-oriented. The ideal candidate should be able to work independently, multi-task, manage time constraints, and work collaboratively in a cross-functional team as well as independently. The ideal candidate should also have exceptional interpersonal and presentations skills. Non-traditional work hours may be required.
EXAMPLES OF WORK PERFORMED
GIS server and geodatabase administration
Database analysis and administration
Work with Esri ArcGIS products
Interaction with colleagues and legislators during problem-solving situations
Liaison with database administrator and vendor(s)
Organization and maintenance of accurate written documentation and records
Project status reporting to supervisor in both verbal and written form
Developing and administering security functions as it relates to data, physical, and user access to information systems
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of the principles, practices, and techniques of computer programming and system design.
Knowledge of computer operations, systems, and procedures.
Knowledge of database structures and theories.
Knowledge of current database technologies.
Knowledge of data analysis techniques.
Knowledge of data processing flow charting techniques.
Knowledge of information systems terminology and concepts.
Knowledge of information systems operations, equipment, procedures, and workflow.
Knowledge of cloud-based environments and functionality
Ability to process information logically.
Ability to communicate technical information effectively, verbally and in writing, including in laymans terms.
Ability to establish and maintain effective working relationships with others.
Ability to analyze and solve problems.
Ability to produce quality work under pressure.
Ability to conduct in-depth and carefully documented analysis under minimal supervision.
Ability to read and understand technical information.
Proficient written and verbal communication abilities, including grammar and punctuation
A bachelors degree from an accredited college or university in geographic information systems, computer science, management information systems, mathematics, or engineering.
3 years or more of experience working in the GIS field
Experience with Esris ArcGIS Desktop, ArcGIS Online software suite, and other ESRI software products
Experience with relational database management systems (Microsoft Access, SQL Server, etc.)
Proficiency in Microsoft Outlook, Word, Excel, and Access
Ability to work effectively with minimal supervision and in a collaborative group environment
Aptitude for and interest in data blending, visualization, and analysis
