GIS Technician

Pay Range: $19.92/hr. - $29.77/hr. ($41,433.60 - $61,921.60/annually)

Shift: Monday - Friday, 8:00 AM - 5:00 PM (40 hours/week)

Location: 1011 Jim Keene Blvd Winter Haven, FL 33880

Technical position that performs duties developing and updating various county Geographic Information System (GIS) layers and other geographic data using GIS mapping software and hardware.

• Performs the following duties with minimal direction from a GIS Systems Analyst or member of Utilities management:
• Editing: Digitizes point, line and polygon features using the latest Arc Desktop editing tools and techniques. Uses georeferencing procedures to position scanned images and drawings. Ensures the accuracy of GIS data by making modifications to the data as required. Updates the GIS database using aerial interpretation to identify basic spatial features (road networks, wetlands, flood plain areas). Processes and prepares imported data for use in the SDE database, and catalogs current and historic data.
• Map Creation: Assists with the preparation, production and distribution of maps, graphics, displays, and other related documents. Creates maps according to established county and industry standards and ensures all map elements are accurate and intelligible.
• Maintain Current Technical Knowledge: Keeps current knowledge of ArcGIS system commands and functions, coding methods, operation requirements, GIS standards, and mapping standards.
• Research: Research deeds and legal descriptions to clarify data, notes discrepancies and recommends corrective action. Researches, evaluates, and translates incoming and outgoing GIS data. Researches information from a variety of sources including aerial photographs, Property Appraiser data and various County documents.
• Maintaining GIS equipment: Troubleshoots, tests, and assists customers with the resolution of problems with GIS software and hardware (ArcGIS Desktop, plotters, printers and digitizers).
• Customer Service: Prepares data in response to Public Record Requests, business inquires and assists in making copies of maps and documents as required.
• Principal areas of responsibility include:
• Working with the County's four GIS databases.
• Data entry and quality control.
• Map generation.
• Performs related duties as required.

• Knowledge of, and the ability to use, various personal computers.
• Knowledge of Microsoft Office software (spreadsheets, word processing and database)
• Knowledge of ArcGIS Desktop and ArcCatalog.
• Knowledge of database design, data transfer, data formats and conversion techniques.
• Knowledge of cartographic conventions and mapping standards, datums and coordinate systems.
• Knowledge of ArcMap’s standard and advanced tools to create and edit simple and complex features.
• Skilled in field data collection (as needed) using Global Positioning System technology.
• Skilled in the use and operation of computer peripheral equipment such as digitizers and plotters.
• Ability to read and interpret aerial photographs, maps, deeds and legal descriptions.
• Ability to troubleshoot GIS software and plotter problems and take corrective action.
• Ability to communicate effectively both orally and in writing.
• Ability to maintain an effective working relationship with co-workers, supervisors, officials, and the public.
• Ability to work as part of a team.

• Associate degree in Computer Information Technology, Engineering or a related field and have one-year experience using ArcGIS Desktop software.
• Must possess a valid driver's license and be able to secure a valid Florida drivers' license at the time of employment.
• A comparable amount of related training and experience may be substituted for the minimum qualifications.

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
