GIS Specialist

Under general direction, supervises skilled technical and professional work in the design, development and maintenance of Geographic Information System (GIS) graphics and mapping applications.

Requires Bachelor’s degree from an accredited college or university with a major in GIS, Computer Science or related field and two (2) years of experience working with GIS systems and applications. Requires fingerprinting and successful passing of an FDLE background screening. Requires a valid Florida driver license.

Works in an office environment, with some travel to other locations. Requires the ability to sit and stand for extended periods of time. Occasionally required to lift and carry up to 45 pounds.

Aids City departments, external agencies and the public with collection, development, access and dissemination of GIS information. Works closely with end users to identify GIS requirements, perform research and analysis, and design and develop GIS solutions. Utilizes GIS techniques to extract insights and prepare and update maps and data sets. Implements GIS standards and best practices. Designs and develops databases associated with the GIS base map, including updates to GIS layers as changes occur. Analyzes, troubleshoots and resolves GIS-related problems, end-user issues, and provides guidance to users on methods for correcting reported problems.

Assists with the administration of the City’s Geographic Information System, ensuring application software and hardware operates efficiently and meets the City’s information technology needs. Provides backup support in identifying, troubleshooting, and supporting other technical needs of the City. Serves as a member of a high-performing, cross-functional work team and assists with or assumes responsibilities as needed in all other areas of the Information Technology Department.

•Knowledge of Geographic Information Systems as applied within a municipal environment; cartographic map standards, ESRI mapping software, and database management; methods and techniques of engineering, land surveying, planning and spatial analysis.

Knowledge of operation and maintenance of computer software, hardware and operating systems; LAN and WAN, internet and remote access computer systems; ArcGIS and ArcGIS Server, ArcSDE, AutoCad and SQL Server; GIS data conversion and automation between different systems; and ESRI’s ArcGIS Online and ESRI’s Local Government Information Model.

•Skill in oral communication in both one-on-one and group situations; written communication for both administrative and technical purposes; project/program management; and effective use of resources.

•Ability to maintain effective interpersonal relationships and function in a team environment; provide excellent customer service and handle difficult situations with tact and diplomacy; and work in a highly confidential environment and exercise utmost discretion.
