GIS Application Analyst - Supervisor of Elections Office - Pinellas County Government

The 2020 election year is upon us and the Application Analyst will play a key role in maintaining the trusted reputation within the Pinellas County Supervisor of Elections. The Application Analyst is the first point of contact for both the public at large, as well as internal customers. This is analytical, technical, and administrative work supporting a department’s office applications and procedures. Duties may include GIS related duties, working with Candidates and Political parties, data analysis, report generation, technology troubleshooting, and Election related duties as needed.. Independent analysis and work decisions are made on technical matters. Independent coordination and judgment is required in dealing with internal and external customers. This position is an integral part of the IT Department.

Position Specific Qualifications

Experience – professional experience with GIS (Geographic Information Systems), such as MapInfo or ESRI that includes customer service and 1 year of team leadership or supervision.

Education – degree in information technology, computer science, computer technology, or related field.

• 6 years of experience as described above; or
• Associate degree as described above and 4 years of experience as described above; or
• Bachelor’s degree as described above and 2 years of experience as described above; or
• Master’s degree as described above and some experience as described above.

Additional Requirements

• Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.
• Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
• Must be able to work additional hours, including holidays and weekends, as needed during election cycles.
• In addition to normal tasks, the employee will be required to assist with Elections related tasks as needed.

Highly Desirable

• Certifications such as GISP, Esri, A+, Network +, MTA, MCSA, ACA.
• Bachelor's Degree in Computer Science or related field.

Illustrative Tasks

• Support internal customers with tasks such as GIS mapping, Database Support, and Password Assistance;
• Support external customers with tasks such as Website Assistance, Report Generation, and Address Resolution;
• Tier 1 Technical Troubleshooting of Windows 10 desktops, Microsoft Office Products, and Printers;
• Microsoft Access/SQL Database design, implementation, and troubleshooting;
• Statistical analysis of custom reports and documentation proofing;
• Data Entry and Clerical duties as needed;
• Additional duties may be assigned and not included in the above listing.

Knowledge, Skills and Abilities

• Knowledge of mapping products such as MapInfo and ESRI;
• Knowledge of Report Query Languages such as SQL, Crystal Reports, MS Access;
• Understanding of Pinellas County Topography;
• Knowledge of Windows 10, Microsoft Office 365, Microsoft Teams, Microsoft Access;
• Skill in managing personal daily activities and major projects for self and others;
• Ability to identify, to take ownership of, and to troubleshoot and solve major problems.;
• Skill in applying new technologies, soft skills and procedures;
• Ability to mentor teammates, lead teams, and facilitate groups to achieve success with others;
• Ability to prepare and deliver effective presentations at various levels;
• Ability to use diplomacy in dealing with difficult customers and delivery of services;
• Ability to communicate effectively, both verbally and in writing, with peers and others;
• Ability to communicate with tact, patience and courtesy at all levels of the organization;
• Ability to assist lower level personnel with training of new technologies;
• Ability to establish and maintain effective work relationships, both inside and outside of the work section;

• Ability to understand and follow specific instructions, priorities, policies and procedures.
