The GIS Analyst applies analytical approaches to a variety of mapping projects. The GIS Analyst pre-plans mapping fieldwork; works with data downloads, conversions and computations; integrates data into GIS; prepares maps; performs database maintenance; and, performs spatial analysis. The GIS Analyst works with other City directorates including the Stakeholder Advisory Committee to support and promote the GIS Program and GIS/GPS projects.
Develops, administers, and maintains GIS databases and exhibits and ArcGIS Online organization.
Performs geodatabase design, maintenance and documentation.
Troubleshoots GIS applications.
Performs database entry and computer modeling for GIS projects.
Performs data queries and spatial analysis, including the identification of relationships among various types of data.
Performs geospatial data processing, management, analysis and documentation.
Gathers, analyzes, determines and integrates spatial data.
Prepares maps and exhibits for studies and reports and gives presentations and demonstrations.
Cooperates with and serves as a team leader for other City directorate staff, as needed, to complete projects and identify GIS-based opportunities within departments.
Provides GIS technical support to City directorates.
Writing of GIS RFPs and GIS contract administration.
Develops, implements, and monitors GIS policies, procedures, and practices.
Develops, implements, and monitors overall GIS quality control program.
Represents the City at various business functions.
Actively participates in the Stakeholder Advisory Committee for GIS Program Implementation
Performs other functions and duties as assigned by supervisor.

EDUCATION AND EXPERIENCE Acceptable Qualifications
Bachelors degree from an accredited university in Geography, Cartography, GIS, planning, or closely related field.
Two (2) to four (4) years of professional experience in GIS, particularly with ESRIs ArcGIS Server, SQL Server, ArcGIS desktop software, and ArcGIS Online.
Excellent GIS knowledgebase as well as strong verbal and written communication skills.
Experience with GPS, including the collection, development, organization, and management of field-acquired data.
The ability to assist and support inter-directorate relations and workflows.
A team player possessing demonstrated strength in analytical, communication, planning, time-management, and organizational skills.
Possession and maintenance of a valid drivers license. Desired Qualifications
Masters degree from an accredited university Geography, Cartography, GIS, planning, or closely related field. A Masters degree in a closely related field may be substituted for one (1) year of the acceptable experience.
Experience with ESRIs ArcGIS Spatial Analysis, 3-D Analyst, Network Analyst, SketchUp, and AutoCAD Civil3D.
Familiarity with utilizing GIS in local government.
Knowledge of various federal, state and local data resources.
BENEFITS AND COMPENSATION The salary for this position is $54,650.00 per year.
Retirement Employee participates in the City of Morgantown Pension Plan. Employee contributes 6 percent and is vested after 10 years, entitling the employee to an escalating benefit beginning at 25% of annual pay. Unvested contributions are returned with interest at separation. Additional plan details are available upon request.
Longevity Pay Employees are eligible following the third year of service.
Vacation Pro-rated and based on employment. Employees accrue 15 days in first year which begins on the first day of employment.
Sick Leave Employees accrue 18 sick days per year and 10 of those
may be used for family illness. Start accruing during the 10th day of the first month of employment.
Heath Insurance Low premiums, large provider network. Employees are eligible on the first of the month following the start date.
Health Reimbursement Account City contributes $1,500 per year. That can be used for anything that insurance covers (i.e., deductibles, co-pays etc.). Employees are eligible on the first of the month following the start date.
Dental Insurance $1,000 coverage. Allows 2 cleanings per year that are covered at 100%. Extractions, fillings are covered at 80 percent, dentures, crowns, bridges, covered at 50 percent.
Vision Insurance Plan pays for 80 percent up to $400 that covers an eye exam, glasses, and contacts.
Flex Spending Can contribute up to $1,500 a year. Used for anything the insurance does not cover (vision over $400 or dental work over $1,000).
Long Term Disability After being absent for 90 days. Employees are eligible the first month following the start date.
Life Insurance $50,000 which starts the first month following the start date.
