GIS Manager

The City of Bellingham is excited to announce an opportunity for an experienced GIS Manager to join our Information Technology Services Department. This position plays a vital role in shaping the City’s enterprise GIS program, a highly integrated system built on the Esri platform that supports operations across many departments.
As GIS Manager, you’ll be responsible for setting the vision for our enterprise GIS, leading a talented team of GIS professionals, and ensuring that data governance is a top priority. That means building and maintaining standards that ensure our geospatial data is accurate, consistent, secure, and reliable, so staff and leaders across the City can trust it for critical decision-making. You will also guide the integration of GIS with other core systems such as permitting, financials, document management, and work management, helping to make GIS a true cornerstone platform for City operations.
In this role, you’ll have the chance to combine strategic vision with hands-on leadership. You’ll oversee enterprise-level GIS projects, system enhancements, and software acquisitions while mentoring staff and coordinating citywide GIS efforts. Collaboration will be key, as you’ll work closely with other departments, vendors, and stakeholders to promote GIS as a business solution that improves services for our community.
We’re looking for someone who not only has deep technical expertise in GIS and data governance, but who also thrives in a leadership role—someone who can balance long-term planning with day-to-day execution. A bachelor’s degree in computer science, geography, information systems, or a related field is required (a master’s degree is preferred), along with at least four years of progressive GIS experience in an enterprise environment, two years of management or project leadership experience, and strong knowledge of database design, web services, and data integration. A GIS Professional (GISP) certification is strongly preferred.
