GRADE 16 LOCATION OF POSITION Maryland Department of the Environment Water Management Administration/Compliance Program/Enforcement Division 1800 Washington Blvd. Baltimore, MD 21230 Main Purpose of Job The mission of the Water Management Administration (WMA), Maryland Department of the Environment (MDE), is to restore and maintain the quality of the State's ground and surface waters. The main purpose of this position is to provide natural resource planning in the Enforcement Division of the Water Management Administration's Compliance Program. This position provides general and technical support in planning and executing MDE's permit program for stormwater associated with construction activity in order to best preserve the natural resources of the State. Responsibilities also include supporting tracking, targeting, and reporting activities related to the Compliance Program's planning and executing actions to enforce water pollution control laws and regulations related to National Pollutant Discharge Elimination System (NPDES)/State Discharge Permits for municipal and industrial facilities, NPDES Pretreatment, combined sewer overflow (CSO) and sanitary sewer overflow (SSO) Programs, sediment and erosion control, tidal and nontidal wetlands, industrial pretreatment, well and septic systems and waterway construction. The incumbent of this position is directly responsible for the management and implementation of data used by the Compliance Program to evaluate permit, inspection and enforcement activities that may impact these resources. This position also provides technical GIS assistance (such as obtaining and evaluating GIS data layers and developing GIS tools) to the Program for planning, permitting, targeting and reporting efforts. In this capacity, the incumbent assists in the collection of information needed to render permit decisions by permit reviewers, represents the Department in a variety of forums, makes recommendations on program development and planning projects, and is responsible for educating and coordinating with other government agencies, other levels of government and the general public. MINIMUM QUALIFICATIONS Education: Possession of a Bachelor's Degree from an accredited college or university in an environmental science or natural resources planning, management or development. Experience: Three years of experience in natural resources planning or applied environmental science. Notes: 1. Possession of a Bachelor's Degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science may be substituted for the required education. 2. Possession of a Master's Degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences maybe substituted for up to three years of the required experience. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education. DESIRED OR PREFERRED QUALIFICATIONS It is preferred that the selected candidate has the following: Experience working with data systems, such as Federal Government databases or Environmental Management Systems, especially experience working with users and information technology professionals to plan, implement, and/or modernize data systems. Experience with permitting, inspection, or enforcement of environmental permits, especially Clean Water Act permits. Experience reviewing and preparing responses to legislative inquiries and/or public comments regarding environmental permits. Experience with or training on Geographic Information Systems. BARGAINING UNIT STATUS The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
