Planning Director

The purpose of the Planning Director is to serve as the City’s Chief Planning and Zoning Official. Under the general supervision of the City Manager, reporting to city council, this position serves as a Department Head and performs a wide variety of tasks in the area of planning, zoning, building code inspection and code compliance. Prepares the City’s comprehensive development plans and land use ordinances. Responsibilities include the technical advice for development, building, land use, zoning codes or other related areas for creation of policies. Supervises Building Code Official and Building Services Official. Responsible for technical review of subdivisions, site plans, and redevelopment plans, including approval process with developers and consultants. Assists in the planning, organization and administration of complex redevelopment, economic development and CDBG programs and neighborhood development projects.

Essential Duties and Responsibilities:
Directs activities in planning, zoning and land development including annexation, rezoning, land development, special use permits and variances;

Plans, develops, coordinates, and implements activities related to code enforcement, city planning and assists in the planning, development and coordination of economic development activities;

Serves as technical consultant to the Planning and Zoning Board, Board of Adjustment, Historic Preservation and other related boards and committees;

Presents staff reports and provides recommendations to those bodies;

Oversees and coordinates the development and revision and updating the City’s comprehensive plan, subdivision regulations and zoning ordinances;

Oversees reports required by state and federal guidelines and requirements;

Upon direction of the City Manager, designs, plans and coordinates implementation of the City’s economic development strategic plan;

Receive, investigate and resolve complaints relative to planning department services;

Serve as liaison between the city and various public agencies, business and civic groups and other organizations in the presentation and discussion of community development related problems, proposals, projects and policies;

Ensures new construction meets all applicable building codes and city ordinances;

Oversees the adoption and enforcement of local, state and nationally mandated codes including building, plumbing, electrical, fire, and design standard specifications;

Provides inspection services when building and nuisance official are unable to do so;

Experience & Skills Required:

Considerable knowledge of modern principles and practices of city planning;

Thorough knowledge of municipal zoning, building, fire and safety regulations;

Thorough knowledge of the materials, practices and methods of construction, plumbing and electrical work;

Knowledge of building, plumbing and electrical codes;

Ability to read and interpret plans, specifications and blueprints and to compare them with construction in process;

Ability to deal effectively with clientele groups and the public;

Ability to communicate effectively in both the oral and written form;

Ability to keep records and make reports;

Two to three years of related experience, or similar field;

Educational & Certification Requirements:

Associates Degree in related fields of experience required

Bachelor’s Degree in Community / Regional / Urban Planning, Public Administration, or related field; Master’s Degree preferred

Plumbing & electrical inspection certification, or ability to obtain is preferred

Physical Requirements:

Sufficient clarity of speech, hearing & vision, with or without reasonable accommodation, which permits the employee to communicate effectively with others in person and over the telephone. Other physical activities include walking, reaching, grasping, pushing, pulling, repetitive motions, stooping, kneeling, crouching, and finger dexterity.

Work is primarily sedentary and requires sitting and/or using various computer equipment 75% of the time; and standing and/or walking 25% of the time. Frequently requires the exertion of up to 10 pounds of force, and infrequently requires the exertion of 10-50 pounds of force to lift or otherwise move objects.
