GIS Manager

Summary: Work is performed under the supervision of the Director of Information Technology. This is a technical, supervisory position responsible for multiple projects, team projects, analysis, design, development, implementation, management, and administration of GIS infrastructure that provides County-wide services.

Key Responsibilities: Plans, organizes, prioritizes, coordinates, assigns, and evaluates the work of GIS staff. Works closely with management and other professional staff within the County. Responsible for management activities including planning, budgeting, policy development and implementation of departmental and county objectives. Developing a budget based on the County-wide GIS needs, monitor expenditures, and recommend adjustments as needed. Evaluates staffing needs and requirements. Provides input into the evaluation of new proposals to determine their appropriateness, adherence to existing policy, and the impact on existing infrastructure. Assist Offices and Departments in developing RFPs and bid specifications for GIS related projects. Manages staff in the installation, implementation, and maintenance of county GIS equipment and software. Reviews projects assuring completeness and meeting of expectations. Performs project management, prepares and presents oral and written reports, presentations and recommendations following research and evaluation. Responsible for the inventory of GIS computer hardware and software. Provide technical consulting services for all County Offices and Departments regarding the use of County-wide GIS to satisfy business needs. Establishes and maintains support and maintenance contracts on County-wide GIS. Assigns and reviews projects using the county’s helpdesk tracking system. Provide direct technical support to helpdesk technician, systems administrators, and programming staff as it relates to County-wide GIS. Perform and manage GIS system upgrades. Install, support and maintain software on MS Windows and Windows Server operating systems. Write, test and document the County-wide GIS and the operations related to it. Research and keep current with new technology. Research, develop, recommend and support the integration of the GIS with other platforms such as Imaging Systems, Public Safety Systems, Web servers and internally developed applications.
Status: Full Time, Exempt

Working hours: Primarily 8:00 am – 5:00 p.m., Monday – Friday

Qualifications: Bachelor’s degree in Geography, Geographic Information Systems, Engineering, Computer Science, or related field; minimum of five years of GIS experience and one year of personnel supervision experience; or the equivalent combination of education and experience; Must have significant experience in MS Windows Server, IP Networking, Information Technology operations, databases, systems design, logic structures, application administration, PC workstations and integration of platforms.
Preferred qualifications: Advanced experience with ESRI ArcMap 10.5/6, ArcGIS Pro 2 and all extensions, ArcGIS Enterprise Server Suite 10.5/6 (ArcGIS Server, Portal, Geodatabase, Data Store), ArcGIS Collector, ArcGIS.com, ArcGIS API for JavaScript, HTML, Python, Microsoft Windows Server 2012/2016, and Microsoft SQL Server 2014/16. GISP and FAA Part 107 Remote (sUAS) Pilot certification preferred. Must have the ability to coordinate multiple projects, troubleshoot and solve technical and operational issues. Excellent written and oral communication, organizational and analytical skills, ability to multi-task, and customer satisfaction skills are essential.

Annual Salary Range: $50,663.00 - $75,994
