The City of Valdez is accepting online applications for the position of GIS Manager.

Under the direction of the Community Development Director, designs, operates, oversees and maintains the City of Valdez Geographic Information System (GIS). Coordinates GIS activities among all City Departments and between the City and other organizations. Coordinates, manages and directs GIS database/applications development, definitions, maintenance, and implementation. Manages and prepares general planning for the GIS system. Provides assistance and coordination of drafting, mapping, graphic illustrations and related report preparation for the City. Provides training for GIS operators.

ESSENTIAL FUNCTIONS

Primary Duties and Responsibilities
•Coordinates & prepares general plans for the GIS System;
•Administers, coordinates and manages GIS activities among all City Departments;
•Provides GIS technical assistance to all departments;
•Establishes & manages GIS database structure, tables, forms and reports for GIS data for all departments;
•Administers, coordinates, directs & manages GIS database development, definitions, maintenance and implementation;
•Directs integration of GIS Databases, tables, maps and overlays;
•Designs, directs & manages City departmental GIS training procedures;
•Works with City Departments to develop standards, protocols, and conventions; reviews completed work to ensure compliance;
•Assists in preparing Community Development annual budget as it pertains to GIS and monitoring of expenditures pertaining to GIS;
•Provides leadership & direction to the Community Development Department regarding GIS functions;
•Provides technical assistance in database planning and in creating and improving digital GIS data, drawings and graphic illustrations;
•Understands & is proficient in the use of ArcGIS, ArcSDE, ArcGIS Server, & SQL Server;
•System administrator for the City of Valdez GIS Servers including Web Servers, and departmental GIS systems;
•Installs & maintains GIS related software, to include ArcGIS Desktop and ArcGIS Pro, ArcSDE, and ArcGIS Server;
•Provides training to GIS operators;
•Works with object-oriented programming languages, overseeing development of applications for GIS desktop and internet;
•Coordinates maintenance of GIS hardware with IT hardware support;
•Keeps records of and writes reports on GIS status and progress;
•Performs other related duties as assigned.

A bachelor's degree from an accredited college with major coursework in geography, information systems, computer science or a computer science related field and 5 years of progressively responsible experience implementing and integrating GIS applications including considerable progressively responsible GIS work experience; OR an equivalent combination of education, certification and work experience. Prior experience with local government information systems is desirable. Must have a high level of oral and written skills as well as strong interpersonal skills. Ability to receive an Alaska Driver's License within 30 days of employment is required. Position must be able to obtain and maintain CJIS certification. Position is subject to background check.
