TECHNOLOGY PRACTICE - DATAMARK® PUBLIC SAFETY GIS

DATAMARK, our Public Safety GIS team, consists of a skilled group of subject matter experts in Public Safety and GIS whose mission is to provide the necessary education, fact-finding, and solutions to ease the transition to and develop workflows for NG9-1-1. DATAMARK is the go-to authority on GIS data for NG9-1-1. Its data-forward, full-service but configurable NG9-1-1 solutions provide the highest levels of Public Safety GIS data completeness and accuracy.

Summary/Objective
In this position, the Product Test Management Lead will work with the Software Development Manager (SDM), Configuration Management Lead (CM), and Product Architect (PA) to establish the DATAMARK Product Development Lifecycle (PDLC) including standards, processes, procedures, and tools for an AWS SaaS product supporting the Public Safety sector and addressing authorities.
Specifically, the Product Test Lead will lead a team to develop, deploy, and manage a testing approach for a Software-as-a-Service (SaaS) product development organization. The testing approach will include standards, processes, procedures, and tools needed for a software product development company. The testing approach should include test environment setup and maintenance, advising the development team on Unit Test, development and use of test cases, test scripts, test data, test tools, etc. for Integration Test, System Test, Production Readiness Test, Performance Test, and any other testing defined in the approved Product Development Lifecycle. In general, the Product Test Lead will provide the oversight and management of the test portions of this lifecycle and quality control of the production versions of the SaaS product.

Supervisory Responsibility
This position manages all test team employees and contractors and is responsible for the hiring of employees, selection of the contractors, and performance management of all staff on the test team.
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Position Type/Expected Hours of Work
This is a full-time position, and hours of work and days are Monday through Friday, 8:00 a.m. to 5 p.m. Occasional evening and weekend work may be required as job duties demand.

Travel
Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.

Duties and responsibilities:
•Testing Approach
oResponsible for developing, getting approval, and maintaining the test portions of the DATAMARK PDLC. Review and contribute to the other portions of the DATAMARK PDLC.
oManage the creation and on-going development of an automated testing framework for use on the program to include testing of vendor software integrated into the SaaS product.
oAssist the SDM with Unit Test standards, practices, and procedures for the development team
oAssist the SDM with quality control standards, practices, and procedures for the development team
oAdvocate for quality control best practices across product development to include establishing a unit testing strategy.
oOrganize and lead initiatives to improve test processes, extend the use of tools / frameworks (where appropriate) and develop team members to improve efficiency.

•Test Execution
oSupport multiple Scrum and Waterfall delivery teams with estimation, planning and strategy for testing TWC Systems.
oPerform sufficient testing of delivered versions of vendor software that is integrated in the SaaS product to ensure requested changes are included and perform per DATAMARK-vendor agreement.
oLead development of test cases, test steps, test data, etc. for each sprint of each release of the SaaS product.
oOwn release activities such as defect triaging from multiple scrums and ensuring test packs (regression, smoke) are updated to include new functionality.
oCo-ordinate the use and maintenance of the test environment ensuring control of testing and test results.
oDevelop and maintain the test schedule and all test resource assignments
oMonitor testing quality and results and make adjustments to standards, processes, and procedures as needed.
oPerform test lead duties when needed including stakeholder discussions and status reporting.

•Resource Management
oLead and mentor a distributed team consisting of employee and contractor test resources.
oManage all test team employees and contractors including the hiring of employees, selection of the contractors, and performance management of all staff on the test team.

Required:
•Testing Approach
oExperience with defining a software test strategy for both waterfall and agile software development including the test approach, test data management, and test environments.
oExperience with defining and implementing the testing portion of a software product lifecycle
oThorough knowledge of structured test methods and delivery processes (including waterfall and agile methodologies).
oDetailed knowledge of both manual and automated testing along with automation frame work definition.

•Test Execution
oTen (10) years of solid testing background with experience using test tools.
oTwo (2) years of test management experience
oFunctional test planning, preparation and execution including experience of test design techniques.
oGood understanding of defect & testing tools, such as Jira and Zephyr.
oGood test automation scripting skills, in tools such as Selenium and Protractor.
oWorking knowledge of one or more source configuration management and defect tracking systems.
oManaging and executing non-functional tests such as load testing, performance, and UI testing.
oExperience in testing vendor software integrated into the product

oFive (5) years of management experience
oDemonstrated ability to organize, manage and prioritize team workload to ensure deadlines are met.
oExperience with leading and managing a distributed team of test analysts.
oCommitment to a quality results approach to work.
oDemonstrated communication skills
oGood Microsoft Office skills.

oGood knowledge of public safety and NG9-1-1
oExperience with DATAMARK vendor software such as ESRI and 1Spatial.
