Business Solutions Analyst

We are looking for a professional candidate to utilize existing technologies to optimize efficiency and provide business solutions across county departments. The successful candidate will communicate and translate business process changes into technical documentation and work to implement changes within the ITI Department; design, maintain, and distribute data from these technologies for both internal and external consumption; perform highly complex work related to concepts and systems, including but not limited to: Cartegraph (asset management), Accela Automation (permitting, licensing, and land use), Geographic Information System (GIS), and MapIT Fast (noxious weeds). Administer software applications and provide guidance in the implementation and use of the software; develop maps and reports; and perform data analysis of business practices with the goal of providing staff and citizens technical solutions and services.

Examples of Duties for Success
Partner with departmental stakeholders to determine both the current and desired future business processes. Make recommendations on appropriate technological solutions to support business processes.
Serve as the liaison between internal departments and external system providers for software upgrades and enhancement requests (SaaS); troubleshoot issues with the system, provide technical assistance and training to users, and escalate issues through external support as necessary.
Meet with stakeholders to understand their needs for the purpose of improving and implementing automation of tasks, while managing user expectations and negotiating solutions to complex problems; actively research, develop, and support implementation of technologies for asset management, process improvement, GIS, data collection, and reporting capabilities using Cartegraph, MapIT Fast, and Accela Automation.
Participate in the administration of software for the asset management and noxious weed programs; create and implement procedures and documentation for the implementation of asset modules inside Cartegraph, as well as workflows, reports, and SOPs for MapIT Fast (noxious weed management); coordinate with stakeholders to implement and modify the system as needed to ensure it meets the needs and expectations of the departments.
Design and create spatial relational geodatabases to support various business functions; coordinate within the ITI department to ensure the databases and services provided will successfully integrate with systems.
Create, edit, and maintain spatial data in multi-user versioned SDE environment; create data using recorded documents, construction, or as-built drawings and evaluate and incorporate data provided by outside consultants into enterprise GIS and Cartegraph systems.
Create scripts and/or modify existing software to automate routine or repetitive GIS tasks using Python or other scripting languages as necessary.
Prepare, plan, produce, maintain, and update a variety of maps, drawings, plans and other graphic representations using cartographic techniques representing spatial data.
Develop and maintain data layers using GIS tools and relational databases; create maps, charts, and reports for internal and external customers by combining spatial and non-spatial data and performing spatial analysis.
Perform advanced analytical functions and queries utilizing GIS, Accela, Cartegraph, and other supported technologies.
Make recommendations and participate in discussions related to contracts with outside vendors to ensure that data is received in acceptable format for integration.
Perform QA/QC operations to ensure accuracy and completeness of data.
Provide user training in a classroom or one-on-one environment; tailor training to meet the needs of staff with varying skill levels and experience. Create user training documents and standard operating procedures (SOP) documents for any system supported for both internal and external customers when needed.
Research and analyze new and innovative solutions which may be implemented in the future.
Perform other related duties and responsibilities as required

Knowledge, Skills and Abilities:
Ability to gather and understand user workflows and business needs and translate those requirements into technical documentation.
Ability to translate and simplify technical requirements; ability to write technical documentation and to explain technical concepts clearly to non-technical staff; ability to write business plans, project plans, and technical training documents.
Knowledge of and skill with MS Office Products (Word, Excel, PowerPoint, Access, Outlook, etc.); ability to use Excel and Access to query, manipulate, and analyze data and to import and convert data from different formats.
Knowledge of the full suite of ArcGIS products, including ArcMap, ArcCatalog, ArcGIS Online, SDE, and extensions.
Experience using ArcGIS to create, edit, and maintain GIS data and geodatabases and perform advanced spatial analysis; skill in cartographic design and map production.
Skill in web technologies and updating and maintaining websites; basic skills in HTML, CSS, and JavaScript.
Knowledge of asset management principles, Cartegraph OMS software; experience using and implementing software as a service (SaaS).
Intermediate knowledge of case management software (such as Accela) and the ability to administer MapIt Fast (noxious weed management.)
Knowledge of core business functions related to land use, planning, building, code, construction, infrastructure, and parks and open space.
Knowledge of general IT principles, Windows, and troubleshooting techniques.
Ability to demonstrate system and analytical thinking capabilities. Ability to learn quickly and understand new concepts and technologies; ability to see how new technologies can be adapted/incorporated to improve existing workflows.
Ability to communicate clearly and concisely, in person and through correspondence; both orally and in writing.
Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
Ability to utilize complex analysis to identify trends, variances, data gaps, and needs, as well as provide reporting functionality.
Ability to work in a fast-paced environment with a variety of competing and changing priorities.
Ability to provide exceptional customer service and a high level of professional excellence.

Qualifications for Success
Experience: Three (3) to five (5) years of professional experience in analyzing and evaluating business processes.
Education and Training: Bachelor's Degree in Computer Science, GIS, or a closely related field from an accredited college or university.
Background Check: Must pass a criminal background check.
