GIS Specialist

Metro Wastewater Reclamation District in Denver, CO - a nationally recognized leader among clean water utilities, provides wastewater conveyance and treatment services for 1.8 million people in the Denver Metro area.

Under limited direction, oversees all aspects of a company-wide Geographic Information System (GIS). Position is responsible for GIS data management and quality control, GIS application development, GIS database administration, and performing administrative, professional, and technical work. Works in the Quality Control Division of the Engineering Department under the general direction of the BIM/CAD Administrator, but will coordinate many efforts with the Information Technology Division within the Administrative Services Department.


1.Summarizes goals and objectives into a GIS strategic plan focused on achieving organizational goals.
2.Establishes and documents standards, policies and procedures necessary to ensure a consistent approach to development of a GIS infrastructure and related applications.
3.Manages enterprise GIS database in Oracle and SQL database environments. Performs ArcGIS Server maintenance, authors and publishes web services.
4.Designs, develops, and configures GIS applications for the District's on premise, ESRI-based GIS. Utilizes web and desktop application development tools and skills to develop, and deploy GIS applications.
5.Troubleshoots issues related to data, and applications with minimal guidance. Supports existing web and desktop GIS applications throughout the organization.
6.Automates manual GIS processes through Python scripting, Model, Builder.
7.Plans and coordinates work requirements with the BIM/CAD Administrator and other staff responsible for acquiring, projecting, and processing of spatial and tabular data to support GIS systems.
8.Performs complex technical tasks including system configuration, application development, geo-database design and maintenance, data analysis, spatial data standardization, and development and review of metadata standards; coordinates management of all GIS related computer hardware and software and GIS related databases.
9.Establishes schedules and methods for providing updates to digital data; identifies resource needs; reviews needs with the BIM/CAD Administrator as appropriate.
10.Provides training on GIS systems and capabilities for District users.
11.Participates in the preparation and administration of GIS related budget items.


Minimum Qualifications
Bachelor's degree in Information Systems, Computer Science, or related field, supplemented by five years previous GIS experience. Experience with an ESRI enterprise GIS implementation. Proficiency with the ESRI software suite (version 10 and newer), including ArcGIS Desktop, ArcGIS Online, Web Application Builder, and ArcSDE. Experience administering ArcGIS Server. Proficiency with editing using versioning and replicas. Experience with GIS application development. Knowledge of the modern principles, practices and procedures of GIS. Knowledge of geographic principles, cartography, GPS, geoprocessing, and GIS theory. Understanding of object-oriented programming and relational database management concepts. Thorough knowledge of coordinate systems and data projections. Analysis, troubleshooting and customer service skills with ability to prioritize and manage multiple tasks. Ability to communicate effectively with technical and non-technical staff. Equivalent combination of education, training and experience will be considered.

Desired Qualifications
Experience with Oracle and SQL Server database administration. Experience in system integration, including middleware tools. Development experience using JavaScript, C#, ArcGIS JavaScript API. Experience with web services and service-oriented architecture: SOAP and REST, ArcEngine, ArcPad, Python, JQuery, JSON, and AJAX, SQL and RDBMS design.


Work Environment
While performing the duties of the job, the employee will be exposed to fumes or airborne particles and outdoor weather conditions less than 1/3 of the time. The noise level in the work environment is usually very quiet.

Physical Demands
While performing the duties of the job, the employee is required to sit more than 2/3 of the time. The employee is required to stand; walk; use hands to finger handle, or feel; reach with hands and arms; and talk or hear less than 1/3 of the time. The employee must lift and/or move up to 10 pounds less than 1/3 of the time. Specific vision abilities required by this job include close vision.
