GIS Application Analyst

Work schedule: Remote work available up to 2 days per week
Help take Pinellas County Property Appraiser Office GIS department to the next level by playing a key role in integrating data solutions across a variety of program areas. The ideal candidate will have the vision and skill to manage a solution from conception to final product. Bring good organizational skills and attention to detail while self-driven to learn, push new ideas, think creatively, and teach others.
Performs professional technical work which requires advanced analytical and technical assignments in GIS. Strong knowledge of Python, ArcGIS Enterprise, ArcGIS Online, and ArcGIS Desktop (ArcMap and ArcGIS Pro) is required. Work may include the following: interpreting and performing complex spatial analysis on GIS data layers to produce maps and reports; assist in the development of GIS applications for use by department staff and the general public; perform system administration functions which may include ArcGIS Server and Windows Server; monitor, maintain, develop, and improve current ETL processes using a variety of scripting languages; assist office staff with technical problems including GIS and windows desktop; assist mapping and appraisal staff in a multi-user editing environment using GIS editing tools and processes; assist with research of new technologies in GIS and supporting software and hardware.
This position requires working both independently and collaboratively on teams. Good project management, documentation, and communication skills are required to communicate effectively with technical IT staff, system users, and management. The candidate must also be comfortable facilitating training and conveying technical information to people of varying technical backgrounds. Work is performed under the general direction of a technical supervisor.

Essential Job Functions
Assist with map production using data sets maintained in an enterprise geodatabase.
Create thematic and spatial maps for ArcGIS Desktop, ArcGIS Pro, and ArcGIS Server.
Compile and integrate cartographic data from a wide variety of sources for inclusion in map products; assists in the development and deployment of web mapping applications.
Assist with creating, publishing, and maintaining map services.
Support GIS Cadastralists with data editing, QA/QC, workflow management, and process documentation.
Support end-users with all GIS mapping software, including desktop and browser.
Implement, maintain, and test geodatabase backup, including documentation for backup and recovery.
Write and maintain SQL queries, preferable with Oracle.
Write and maintain Python scripts using third-party libraries.
Monitor, maintain, develop, and improve current ETL processes using a variety of scripting languages.
Assist office staff with technical problems including GIS and windows desktop. Assist mapping and appraisal staff in a multi-user editing environment using GIS editing tools and processes.
Assist with research of new technologies in GIS and supporting software and hardware.
Maintains enterprise related GIS databases and servers for broad use in the GIS and web mapping areas.
Develop procedures for applying service packs and upgrades for ArcGIS including ArcSDE, ArcGIS Server.
ArcGIS Online processes and data management.
Install new software releases and system upgrades, evaluates and installs patches, and resolves software related problems.
Use GIS principles to solve complex problems in business, preferable in appraisal.
Other duties as assigned.
Supports assessment of employee performance as required.
Performs other related job duties as assigned.
Position Specific Requirements
Six (6) years professional experience in the analysis and management of an information systems network’s administrative and operations requirements for GIS systems; or Associate’s degree with coursework in computer and information science, information technology/computer graphics/ArcGIS, or related field and 4 years of professional experience as described above; or Bachelor’s degree and 2 years professional experience as described above; or An equivalent combination of training, education, and/or experience.
May require possession and maintenance of a valid Florida Driver's License.
Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
2+ years of progressive experience using desktop and server GIS software or the ability to gain the knowledge within one year.
Scripting experience with a preference for python nor the ability to gain the knowledge within one year.
Experience with RDBMS fundamentals and SQL or the ability to gain the knowledge within one year.
Experience with creating and publishing map services, including tile cache creation or the ability to gain the knowledge within one year.
Proficient with thematic map publishing using data from external data sources.
2+ years of experience with maintenance, backup, and performance tuning of a multi-user enterprise Geodatabase or the ability to gain the knowledge within one year.
2+ years of experience editing GIS data in an SDE geodatabase using Oracle or SQL Server or the ability to gain the knowledge within one year.
2+ years of experience with administering an SDE geodatabase using Oracle or SQL Server or the ability to gain the knowledge within one year.
The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:

Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
Work is performed in a relatively safe, secure, and stable work environment.
