The Land and Asset Coordinator position is a highly responsible position that implements, ensures, and oversees all phases of land acquisition, disposition, and use/re-use of real property, inclusive of sales, purchases, leases, planning, and cooperative efforts between County Departments and Elected Offices.

This position will inventory, manage, and track property sales and use, mineral rights and leases, water rights, farm and other amenity leases, and provide strategic land planning for acquisition and sales, supporting County goals. This position will also coordinate and communicate with other departments dealing with land related items including but not limited to the Assessor's Office, Clerk and Recorder, County Attorney, Public Works, and Parks and Open Space. The position will also include a focus on supporting County best practices, including Sustainability initiatives. The position will maintain and ensure effective project communications among all team members.

- Function as the primary point of contact for land inquiries from the public and interested private parties regarding County owned property.
- Directly responsible for: 1) Acquisition and Disposition of property; 2) Lease agreements as Lessor or Lessee for staff/function occupancy, mineral rights (oil & gas), water rights, farm or energy use, or similar leases; 3) monitoring of database(s) and GIS maps of County owned property and pertinent data; 4) coordination between elected offices and departments also participating in land management; and 5) direct point of contact for management of third party consultants (real estate brokers, appraisers, attorneys, etc.) specifically related to sales, acquisition, and leases of property or amenities.
- Coordinate with elected offices and departments on sustainability practices, opportunities, and implementation (examples may include oil/gas, solar farms, etc.). Initiatives may be based on energy consumption, sustainability, or similarly focused programs that extend beyond Facilities to county wide programs. Collaborate and set a positive example in developing and maintaining a sustainable culture within the county.
- Coordinate with and support the Facilities Planning, Design, and Construction team in overall divisional goals and projects. Support department colleagues in active and planned projects.
- With support of Information Technology Innovation department, actively manage County land database and GIS maps defining property ownership and critical planning data for each parcel owned. Provide periodic reports on land ownership, use, and surplus properties.
- Coordinate all parties involved in the land management process on a parcel by parcel basis.
- Review planning, zoning, and land use items on behalf of department for strategic land use, supporting master plan and facility needs, including PD, ODP, easements, ALTA's, surveys, etc.
- Receive pay requests from professional consultants and contractors and approve for payment.
- Monitor county owned property records and maintains documentation files/archive.
- Assist in development of best standards of practice for land management activities with the Facility Planning, Design, and Construction team.
- Perform other related duties and responsibilities as required.

Knowledge, Skills and Abilities:
- Knowledge of land use, planning, and development protocols in County and State.
- Knowledge of appraisal processes, land and lease market values, and market trends.
- Knowledge of real estate transaction, law, and standards of practice.
- Knowledge of zoning, land use, and land development standards of practice.
- Knowledge of oil and gas industry, leasing terms and rates, and standards of practice.
- Knowledge of GIS and databases.
- Knowledge of supervisory practices and principles.
- Demonstrate practical understanding of integrated land use, planning, and integration with Facilities, Public Works (rights-of-way), Parks and Open Space (conservation easements).
- Demonstrate understanding and application of sustainable, energy efficient or other environmentally sensitive practices. Focus will not only be on facilities, but also include county wide functions and best practices.
- Ability to communicate clearly and concisely, both orally and in writing.
- Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

Any equivalent combination of experience and/or education from which comparable knowledge, skills, and abilities have been achieved may be considered.
- Experience: Minimum five (5) years of established experience in land management as an owner's representative, on a wide range and number of land/property based transactions, including experience with sustainability and land use based energy initiatives.
- Education and Training:
- Bachelor's Degree in Real Estate, Planning, Business Administration Management, or a related field.
- In lieu of a degree, additional experience may substitute on a year-for-year basis.
- License or Certificate: Certification as a Real Estate Broker, GIS Technician, Oil & Gas, or similar land management focused experience is a plus.
