GIS Analyst Lead

Summary/Objective
The GIS Analyst Lead is responsible for the development and maintenance of the Green Valley Water (GVW) GIS program. This position oversees and performs complex specialized technical work in the utilization of geospatial and GIS based applications within the GVW organization. The GIS Analyst Lead compiles, manipulates, and analyzes geospatial data; designs, develops, and maintains databases and systems of GIS data; creates reports, maps, applications, and visualizations conveying the results of spatial analyses; utilizes scripting languages to refine GIS data pipelines and processes; and plans, assigns, directs, and evaluates the work of staff assigned to support GIS in the GVW GIS program. Work is performed under the direction of the District Manager but is carried out with a high degree of independent judgement in accomplishing the work and developing new programs and is held accountable for results.

1. Ensures the timely implementation of GIS-related projects.
2. Develops and manages GIS project plans including defining requirements, tasks, and resource assignments, ensuring that approved quality levels and deadlines are met.
3. Consults with staff regarding project requirements and provides guidance, recommendations, and training regarding available GIS capabilities and resources.
4. Designs and maintains a variety of GIS products for use by the GVW staff, the public and outside agencies.
5. Maintains and manages the Enterprise GIS database and ensures the integrity of the data stored in the GIS and related/integrated databases. Develops and maintains a system of data quality standards and assists others in understanding and using data quality assurance methods.
6. Performs advanced GIS analytical and geoprocessing functions in ArcGIS Pro including input, editing, analysis, and output of spatial and tabular data sets.
7. Utilizes scripting languages to refine and optimize GVW workflows.
8. Maintains a knowledge base in GIS-related software and technologies.
9. Implements and oversees GVW staff training and technical support as needed.
10. Troubleshoots GIS related hardware and software problems within GVW.
11. Has a working knowledge of ArcGIS Enterprise administration.

Supervisory Responsibility
The GIS Analyst Lead is responsible for the direct supervision of the GIS Department Staff.
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment, such as computers, phones, photocopiers, and filing cabinets.

Position Type and Expected Hours of Work
This is a full-time position in the GVW office. Typical days and hours of work are Monday through Friday, 7:00 a.m. to 4:00 p.m. This position is not a remote or hybrid position.
Travel
Travel is daily and primarily local during the business day, although some out-of-the-area and overnight travel may be expected.
Required Education and Experience
1. A Bachelor’s degree from an accredited college or university in GIS or a closely related field or a minimum of five (5) years’ experience in GIS systems development and management.
Preferred Education and Experience
1. Python scripting
2. A GIS or GISP certificate from a certifying body
3. Wastewater industry experience
