Project Manager - GIS & Data Services

F.L.S.A. STATUS: Exempt / Overtime pursuant to Collective Bargaining Agreement or Human Resources and Labor Relations Policy


EMPLOYMENT RELATIONSHIP: At-Will/Just cause subject to probationary period

CURRENT HOURS AND STARTING TIME: Full-time (37.5 hours per week) position. The starting time for this position is currently 8:00 a.m. Weekend and evenining hours as needed.


The employee in this classification, under the direction of the Director or Deputy Director, coordinates and administers Macomb County's GIS service program area. This position is responsible for development of client solutions, enterprise system design, performance monitoring, maintenance, user administration, data development and other duties as assigned.

The GIS Project Manager is responsible for implementing and managing ESRI based Enterprise solutions for County departments, agencies and partners. Solutions may consist of a variety of elements including platform recommendations, database creation/conversion/migration and maintenance, web based mapping and data collection applications, determining and analyzing client needs/requirements and working directly with the County's Information technology Department.


Manages and coordinates programs and activities identified in the Department Work Program

Install, configure and manage ArcGIS Enterprise and Enterprise Geodatabases (on SQL Server / PostgreSQL, etc.)

Create, configure and manage ArcGIS Enterprise map and data services.

Identify, debug, and resolve issues or document for GIS staff, IT staff or third-party vendors to resolve

Configure and publish ArcGIS Enterprise-based web sites using ArcGIS Online and Portal for ArcGIS Enterprise

Manages user access control to GIS data and Enterprise services in coordination with County Information Technology Team

Responsible for administering GIS team training and development

Coordinates GIS data development, maintenance and distribution

Manages County aerial imagery library

Coordinates County GIS users group

Periodically leads 2-3 person project teams

Represents GIS services at Information Technology Department meetings

Compiles, prepares and summarizes departmental reports and documents

Responds to information and data requests from local communities and partner agencies

Provides support activities for other departmental program areas and other various projects as assigned

Represents the County at meetings and workshops as assigned

Performs related duties as assigned



Required Education and Experience

A Bachelor's degree with a major in GIS or Computer Science, Remote Sensing, Urban Planning, Geography or a related field with a GIS Concentration or GIS Certificate, from an accredited college or university is required

5+ years of proven experience with Esri GIS software, particularly ArcGIS Desktop, ArcGIS Enterprise and ArcGIS Online/Portal for Enterprise

Experience in spatial data creation, editing, conversion using ArcGIS and loading into an enterprise versioned geodatabase

Hands-on experience with ArcSDE / SQL Server enterprise versioned geodatabases

Experience in creating ArcGIS Enterprise and ArcGIS Online dynamic and cached map services, image services, locators, etc.

Experience in configuring/implementing/customizing GIS web viewers

Proven experience integrating with third-party software that link to or build on the ArcGIS platform. (CRM, BS&A, Asset management platforms, Document Imaging, etc.)

Preferred Education and Experience

A Master's degree in GIS or Computer Science, Remote Sensing, Urban Planning, Geography or a related field with a GIS Concentration or GIS Certificate, from an accredited college or university

5+ years of proven experience with Esri GIS software, particularly ArcGIS Desktop Pro

Experience working with a governmental agency

Required Licenses or Certifications

Valid Michigan driver's license

Preferred Licenses or Certifications

GISP certification


Knowledge of:

Mobile GIS apps

ArcGIS Enterprise Administration

Software development logic

Professional principles of urban planning and economic development

Various computer programs and applications as they relate to mapping and graphics

Skill in:

Project Management

ModelBuilder, Python Scripting

Effective analytical and problem solving

Ability to:

Create ArcGIS Enterprise geoprocessing services

Provide tech support to others

Supervise, direct and organize the work of others

Prepare and present technical reports in a clear and concise manner

Works in an office environment and uses a computer, telephone and other office equipment as needed to perform duties. The noise level in the work environment is typical of that of an office with frequent contact with customers.

Manual dexterity and regular fine-finger and hand/wrist motions are required for
operating a keyboard, writing and filing.

While performing the duties of this position, the employee is regularly required to talk or hear.

Will, at times, be required to drive or lift up to ten (10) pounds.
