The Department of Geomatics Sciences at Université Laval is seeking to fill a tenure-track academic position in geospatial information systems (GIS). Requisite expertise includes the design and the application of spatial analysis methods (2D/3D) and geospatial database design methodology. Université Laval (www.ulaval.ca) is one of the ten largest research universities in Canada, with more than 45,000 students. It is located in Quebec City, a UNESCO World Heritage City, with one of the highest qualities of life in North America. The Department of Geomatics Sciences (www.scg.ulaval.ca) consists of 17 full-time professors, more than 250 undergraduate students (future engineers and land-surveyors), and about 50 graduate students (M.Sc. and Ph.D.). It offers 9 training programs in Geomatics, some unique in Canada, which are certified by Professional associations (Ordre des ingénieurs du Québec and the Ordre des arpenteurs-géomètres du Québec). The Department’s research activities are coordinated primarily through the Centre for Research in Geomatics – CRG (www.crg.ulaval.ca), recognized for its leadership and multidisciplinarity. Position description

 

Today, the design of GIS solutions requires the consideration of the new realities associated with a “wired” society and social networks. These include a broad variety of users, the need to obtain responses in real time, regardless of the location, and an increased risk associated with inappropriate and unplanned uses of geospatial data. Accordingly, the research activities of the incumbent will have to be oriented toward the development and application of spatial analysis methods (2D/3D) as well as database design methods which take this context into account.

The successful candidate will teach regular classes at the undergraduate, graduate and post‑graduate levels, and perform leading-edge research regarding geospatial information systems (GIS). He/she will also need to supervise students at all three levels, and develop the means to obtain his/her own research funding, including the development of public and private partnerships. He/she will also need to demonstrate openness to multidisciplinary collaboration.

Moreover, he/she will participate in departmental activities and in those of the Centre for Research in Geomatics (CRG) and the University. Potentially, he/she could be called upon to teach and perform research outside of his/her area of expertise, i.e., in the other Geomatics areas in which the Department works.

RISK ANALYSIS UNIT

Project: The goal of the project is to improve methods for delineating surface drainage networks in the Ouachita National Forest. The graduate assistant hired will assess the influence of roads, land cover, topographic derivatives such as slope and aspect, and spatial resolution on the accuracy of headwaters streams models using field data and spatial analysis.
 
Research Facilities: The School of Forest Resources houses the Quantitative Analysis Laboratory (QAL). The QAL is a state of the art computing laboratory that serves the University and Arkansas by providing resources and training for students and professionals. The School recently completed construction and renovation of the George H. Clippert Forest Resources Annex, H.H. Chamberlin Forest Resources Complex, and IT infrastructure for the School.

Assist users with using geographic information to create maps & link them to databases. Set Division GIS data standards. Act as systems administrator for all GIS systems used by the Division. Provide training and technical support for users of the Division's geographic information systems. Develop and maintain technical documentation for the Division's geographic information systems. Development and maintain the Division's GIS services. Responsible for ArcGIS server and ArcGIS services in a Microsoft Windows environment. Familiar with SDE version control. The Division IT group is comprised of a small workgroup, working as a team on software projects. A written and oral exam will be given at the time of the interview.

3.       Acts as highest-level technical expert, addressing issues of standards, strategy, technical requirements, long-term administration and maintenance.

5.       Responsible for manipulation of datasets and execution of complex queries, as well as, maintenance and updates of GIS databases, application of standard spatial analysis functionality, training and documentation activities.

6.       Provides applications development and programming services, spatial database administration and development, computing systems administration and analytical support.

7.       Designs and develops efficient program logic for the enhancement of existing systems, including appropriate system documentation; preparing test cases and carrying out unit integrations to ensure that modified systems perform correctly.

Position Overview:

The GIS technician role focuses on resolving challenging business and technical issues while providing expert recommendations on day-to-day client operations. The GIS Technician supports the ongoing maintenance of data and mapsin a GIS environment. Reporting to the GIS Manager the GIS Technician will work with various team members to ensure that client needs for GIS products and services are met on a day-to-day basis.

Duties include, but are not limited to; updating and maintaining metadata in spatial databases; on-going maintenance and/or creation of GIS datasets, providing technical support and expertise to internal staff and clients; converting, importing and exporting data in and out of the GIS system; assisting with training sessions related to the GIS.

Position Responsibilites:

Minimum 2-5 years of experience using ArcGIS Desktop to digitize and edit data in a SDE environment, publish map documents to and ArcGIS server, and the use of ModelBuilder and ArcPY to generate tools and scripts.

  • 2 years of experience programming configuring ArcGIS\Adobe Flex API and Flash Builder
  • 2 years of experience programing c++ compling in Visual Studio
  • Experience installing and administering ArcGIS Desktop, ArcGIS for Server, and ArcSDE
  • Experience with MS-SQL queries
  • Experience in Lidar data collection and software processing (Geoclean, Orbit AIM, or VG4D SmartLidar) is an asset
  • Experience with CAD data use and manipulation is an asset

Applicant should have experience and proven abilities in business development and end-to-end GIS project management from conceptualization till final delivery of the project to the client as per client specifications, including staff administration, project administration, RFP development, project definition and scoping, time and cost estimates, feasibility studies, implementation plans, budget review, preparing project proposals and reports.

Applicant should also be experienced in development of GIS (both stand-alone and enterprised-wide environments), including user needs survey, conceptual GIS design including conceptual database design and conceptual database modeling and development of application (including AM/FM) concepts based on user needs, designs (development of design criteria and system design specifications and the actual system design), development of GIS implementation plan, including development of scope of work for implementation of GIS program.

Experience is also required in Geo-Databases programming (e.g. VB.Net, ArcGIS, SQL Server), population (build up), operation and maintenance.

Other skills are also required, including networking (LAN, WAN), GIS software (e.g. ESRI ArcGIS, Arc SDE, Arc IMS, Arc GIS Server, Network Analyst and Spatial Analyst, AutoCAD, MapInfo, Microstation), Relational Database Management (RDBM) (e.g. ORACLE, ORACLE SPATIAL, INFORMEX, SQL Server, MS Access).
