Candidate Profile

  • Graduate level or equivalent preferred
  • Extensive trading floor-based compliance experience relating to Fixed Income and equity-related structured products and activities
  • A good understanding of the rules and regulations pertaining to structured products, financial promotions and managing confidential and price sensitive information flows
  • Fluent English is essential. French is an advantage, but not prerequisite
  • In-depth working knowledge of FSA and other regulatory rules
  • Knowledge of EU directives relating to financial services, as well as broad knowledge of AMF and ACP rules

Main Responsibilities

  • Monitoring and tuning 2000 - 2008 MS SQL DBs to proactively identify system bottlenecks.

Job Scope: Site Acquisition Manager:

The successful candidate will have a minimum of 5 to 7 years land management and acquisition experience along with 3 to 5 years wireless telecom project management experience. The SA will be tasked to provide land/building and acquisitions, leasing, site acquisition required for 4G/LTE telecommunication installations for multiple locations; must have experience to manage large complex projects, property lease negotiations and coordination of legal reviews; zoning, permits and approvals from city and state municipals.

Responsibilities to Include:

  • Manage all site acquisition within assigned regions. Serve as primary point of contact for customer and community regarding project details and progress. Evaluate
  • Landowner and Property Manager contact and negotiations
  • Land use and permit evaluations
  • Lease and contract negotiations
  • Present at municipal hearings and committee meetings and other public forums
  • Site file audits
  • Coordination of A&E and/or design services

  • Identify and manage all work required to complete and acquire NTP

Responsible for creation, editing and maintenance of simple and complex Geographical Information System (GIS) data in a multiple program Conservation Department of a Southern California Land Conservancy. Responsible for data collection and processing, map digitizing, creation of map products, and creation of metadata for data sets and assisting in other GIS projects as necessary.  Provides on-site IT support (computer, printer, telephone, weather stations) for the offices at Middle Ranch and some Office Administration duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Provide GIS support for Conservation Department projects (Plant Ecology, Invasive Weed Management Wildlife Management and visiting researchers), including related spatial and tabular data creation, analysis, modeling and cartography.
 
2. Provide GIS support for all other Conservancy Department’s projects (Administration, Airport, Communication, Development, Education, Facilities, Leases, Ranger, Trails and Visitor Services) including related spatial and tabular data creation, analysis, modeling and cartography.
 
3. Provide GIS support/consulting for other Island entities (Avalon City, Los Angeles County Fire, Sheriff’s Department, Southern California Edison, Santa Catalina Island Resort Services, etc.) as directed by Conservancy President/CEO, COO, CFO or Chief of Conservation and Science.
 
4. Create and update supporting metadata and catalogue GIS layers, including documenting work flow procedures for staff using GIS, both in the office and in the field.
 
5. Produce detailed maps for projects, grants, or presentations using appropriate ESRI software.
 
6. Occasional field mapping using Trimble GPS units, incorporating the field data into the Conservancy GIS. Occasional training of staff to properly use GPS units. 
 
7. Provide information technology (IT) support for Middle Ranch offices with support and direction of the Computer Services/IT Consultant.
 
QUALIFICATION REQUIREMENTS:

WORK ENVIRONMENT: 
The work environment characteristics described here are representative of those a GIS/IT technician encounters while performing the essential functions of this position. The office environment (at Middle Ranch) has moderate noise levels, limited office space and is a non-smoking environment, including vehicles and living quarters. Field conditions are strongly weather-dependent and may be hot, dusty, cold, muddy, and/or wet depending on season and degree of exposure. Smoking is allowed only at limited designated field sites due to the high fire hazard on the Island. Wild animals such as bison and rattlesnakes, as well as insects, will be encountered in the field and pose some threat.

Candidate must have at least an Associates degree (or equivalent) in geography, GIS, cartography or related field from an accredited college or university is required, Bachelors degree preferred. Minimum two years of increasingly responsible experience in the GIS function, including computer-aided drafting, needs assessment, design, development, analysis, implementation and maintenance of geographic information systems. Applicable working experience with AutoCAD and ESRI ArcGIS software including ArcMap (ArcView, ArcEditor, and ArcInfo), ArcGIS Server (including basic ArcObjects scripting), ArcSDE, and Microsoft SQL Server 2005 is required. Experience with InfoWater hydraulic modeling software is preferred

Candidates for this position will:

• have an appropriate third level qualification and a minimum of three years relevant post-graduate experience;

• have detailed knowledge of HTML and CSS;

• ideally have experience with web development using VB.Net and ASP.Net technologies and JavaScript;

·          Develop and maintain geospatial data and associated metadata to support range, facility and environmental operations;
 
·          Ensure Sustainable Range Program (SRP) data layers meet all standards outlined in Quality Assurance Plans;

·          If requested, attend community marketing functions with other home office personnel, including the Construction Grand Opening and Grand Opening of communities – At present all home office personnel attend community marketing functions. These include the Construction Grand Opening that takes place approximate 60 day before community opening and the Grand Opening which is typically 60 days after the issuance of the certificate of occupancy. These functions help the home office personnel to better understand our product and the end users, our residents, and their decision process in evaluating our communities to other retirement living choices. In time regional managers and some home office personnel will take over this function. Until such time all home office staff are expected to participate.

This position will interact with other County staff on a daily basis to provide GIS services, data and maps.  This position will also have contact with citizens, representatives from other government agencies or business to provide appropriate GIS data or maps.

 

Responsibility for property, materials, money, and confidential information:

This position is responsible for the equipment used in the performance of the job including vehicles, telephone, computer, fax, printer, digital camera, copier, calculator and other specialized GIS equipment.  Confidentiality regarding data and other information maintained by GIS/Mapping is subject to the Colorado Open Records Act or other statutory requirements.  This position may have access to secure buildings 24/7 in order to resolve off-hours system issues.

 

Physical Requirements/Work Environment: 

Work is primarily performed in an office environment.  Extensive keyboarding involved; some bending or stooping required.  Occasionally lift, carry, push, pull, or otherwise move objects weighing up to 30 pounds.  If fieldwork is required, work may be performed for sustained periods outdoors and occasionally in hot, cold, or inclement weather.  Some driving may be required.

 

In the event of a natural or man-made disaster, incumbent may be asked, or required, to assist various local, state, and/or federal agencies with mapping support.  Such events may involve extended hours, potentially dangerous environments, and require an ability and willingness to work in a makeshift facility.

 

Minimum Requirements: 

 

  • Bachelor’s Degree in GIS, Cartography, Geography, or related field.  Any equivalent combination of training and experience which provides the knowledge, abilities and skills of the above degree may be considered.
  • Must pass a background check for access to sensitive Public Safety areas
  • Must have valid Colorado Driver’s License
  • Working knowledge of the following software:
    • Microsoft Windows (XP, 7)
    • ESRI ArcGIS 9.x or 10
  • Knowledge of cartographic principles.
  • Ability to interact effectively with government officials, other employees, and the general public.
  • Ability to work independently, with minimal supervision as well as work effectively as part of a team
  • Understanding of and ability to enter survey data using Coordinate Geometry
  • Understanding of PublicLand Survey System
  • Desire to keep current on technological trends.
  • Good oral and written communication skills.
  • Ability to visually distinguish colors and patterns.
  • Ability to tolerate tedious or monotonous tasks.

  • Ability to read, understand, and interpret legal descriptions.

The candidate must have a solid geospatial background, experience in cartography, mapping, editing  and data management, including work with the SmallWorld, ESRI ArcGIS Technologies, and ability to use imagery and acquire electronic data.  Responsibilities and experience required for the positions include the following:

 

Maintain spatial databases and files that are accurate, up-to-date, and accessible. This includes updating databases with newly acquired data through tabular loading, graphical digitization, or computation.

Manipulate data so that it may be used by other applications, or utilize other applications to manipulate data so that it may be used within the appropriate system. Utilize the GIS applications to display spatial data and analyze relationships between data to glean useful information. This includes gridding, contouring, and 3D visualizations; spatial relations between features; statistical trend - analyses; and correlations between data sets.

Present the data and the results of the analyses in the form of maps, charts, or graphs which are cartographically complete, correct, clear, and concise.

Ensure that coordinate data integrity and geodetic rigor is not compromised during any spatial data processes.

Promote and share the power and possibilities of GIS technologies with peers and customer groups in support of staff learning and development.

 

TECHNICAL SKILLS REQUIRED:

               Strong data management skills

               Experience supporting GIS users with cartography, GIS editing, data management, data organization and data security.

               1+ years of experience using ESRI ArcGIS on workstations using Windows OS

               Ability to multi-task and support various types of GIS users in a fast-paced, customer-driven environment

               Cartography and subsurface mapping skills

               Data management within GIS

Excellent verbal and written communication skills as well as strong interpersonal and cross-functional team skills
